Appointed by Mayor Brandon M. Scott, Justin Williams serves as Deputy Mayor for Community and Economic Development, a role where he oversees the policies and operations of city agencies responsible for neighborhood development & revitalization, housing, planning, workforce development and tourism. His portfolio includes overseeing the Department of Housing and Community Development, Department of Planning, Live Baltimore, Visit Baltimore, Baltimore Convention Center, Board of Municipal and Zoning Appeals, Baltimore Public Markets Corporation, Baltimore Development Corporation, Housing Authority of Baltimore City, Mayor’s Office of Employment Development, Mayor’s Office of Small, Minority and Women-Owned Business Development, and Baltimore Office of Promotion and the Arts. Justin brings a wealth of experience in real estate development and finance to the Scott Administration. He previously served as a partner with the Baltimore-based law firm, Rosenberg Martin Greenberg, LLP, where he focused on land use and zoning matters. He was also previously a member of the land use and zoning practice group at Venable LLP. Justin has been tasked with executing Mayor Scott’s vision for equitable growth, and is well positioned to boost the collaborative efforts of key players and stakeholders from both inside and outside the government who too frequently have a habit of working in isolation. He previously worked in City Hall as a CitiStat Analyst responsible for evaluating and analyzing the performance of the Department of Recreation & Parks and the Department of Transportation, and played a key role in regularly briefing the Mayor’s Cabinet in the areas of performance metrics, collection of data, planning, and budgeting. He also oversaw collaborative initiatives (DVStat & GunStat) aimed at reducing domestic violence and gun violence by facilitating regular meetings of representatives from city, state, and federal law enforcement, prosecutorial, and supervisory agencies. After leaving City Hall and entering private practice, his commitment to public service continued. He has previously served as a member of the Maryland State Board for Professional Engineers, Baltimore City Comptroller Bill Henry’s Transition Team, Baltimore County Executive Johnny Olszewski’s Affordable Housing Work Group, Justin earned his law degree from the Georgetown University Law Center, where he served as Staff Editor on the Georgetown Journal of Law and Public Policy and participated in Georgetown Law’s Criminal Justice Clinic. He earned his Bachelor of Science and Master of Business Administration from Bryant University in Smithfield, Rhode Island, where he was a member of the varsity football team and was named to the Northeast-10 Conference Commissioner’s Honor Roll each season of his career.
