The West North Avenue Legacy Homeowner Rehabilitation Grant Program provides grant-funded home repairs to help eligible homeowners age 55 and older remain safe, healthy, and independent in the homes they have invested in for years. The program is designed to preserve homeownership, improve housing conditions, and strengthen neighborhoods throughout designated pilot areas along the West North Avenue corridor. Whether your home needs a new roof, electrical repairs, accessibility improvements, or other essential repairs, WNADA may be able to help.
Helping Legacy Homeowners Age in Place
The West North Avenue Legacy Homeowner Rehabilitation Grant Program is designed to help long-term homeowners make critical repairs and improvements that allow them to remain safe and comfortably in their homes. The program supports housing stabilization, neighborhood preservation, and aging in place for senior homeowners who have invested in West Baltimore communities for many years.

PROGRAM HIGHLIGHTS
The program may provide assistance for repairs such as:

- Repair assistance is based on eligibility, funding availability, and property assessment.

Who is eligible for the program?
The program is intended for homeowners who are at least 55 years old, own and occupy their home as their primary residence, live within one of the designated pilot service areas, and meet program

Is this a loan?
No. This program provides grant-funded assistance for eligible homeowners. Grant assistance does not require monthly payments, although program requirements and conditions apply.
Does submitting an application guarantee funding?
No. Submission of an application begins the eligibility review process. Funding is limited, and all applicants must meet program requirements.
What types of repairs may be covered?
Eligible repairs may include roofing, plumbing, electrical systems, heating and HVAC, structural repairs, accessibility improvements, windows and doors, and environmental hazard remediation such as lead or mold. Repair eligibility is determined through the inspection process.
Can I choose my own contractor?
No. Repairs are completed by qualified contractors approved through the WNADA program.
Are there income requirements?
Yes. Household income will be reviewed during the eligibility determination process.

Will someone inspect my home?
Yes. Eligible applicants will receive a home inspection to assess repair needs and determine eligible work.
How long does the review process take?
Processing times vary depending on application completeness, document verification, inspection scheduling, and funding availability.
How will I know if I am approved?
Applicants will be contacted by WNADA after eligibility has been reviewed and a determination has been made.
Can I apply if my home is owned through a trust or estate?
Possibly. Additional documentation may be required to verify ownership and eligibility.
Can renters apply?
No. The program is only available to eligible owner-occupants.
Is homeowner's insurance required?
Applicants should provide proof of homeowner's insurance when available. WNADA will review documentation requirements during eligibility determination.
Do I need to be current on my property taxes?
Property tax status is reviewed as part of the application process. Applicants in a payment plan should indicate this on the application.
Can someone help me complete the application?
Yes. WNADA staff are available to assist applicants with completing the application and gathering required documentation.

What is the anticipated duration for this contract?
WNADA anticipates an initial contract term of one year, with services provided on an as-needed basis. WNADA may extend the contract based on project needs, available funding, and contractor performance.
Are reimbursable expenses (mileage, parking) allowed, or should we respond with a comprehensive rate that captures all costs?
Respondents should provide a comprehensive rate that includes all costs associated with performing the requested services, including travel, mileage, parking, and other incidental expenses. WNADA does not anticipate reimbursing these expenses separately.
Are there any specific requirements for the inspectors?
Inspectors should have demonstrated experience conducting construction progress and draw inspections for residential rehabilitation and/or new construction projects. Inspectors should be capable of evaluating work completed against approved scopes of work, budgets, draw requests, and supporting documentation, and providing clear written and photographic documentation of findings.
Familiarity with AIA G702/G703 documentation or similar construction draw processes is preferred.
Do we have an idea of the volume of inspections that will take place? For example, one inspection per week or 20 inspections per week?
Inspection volume will vary based on construction activity and project schedules. WNADA cannot guarantee a minimum or maximum number of inspections. Services will be requested on an as-needed basis across WNADA-funded projects, and there may be periods of higher or lower inspection activity depending on the number of projects actively under construction.
