The West North Avenue Development Authority hosted its’ Pre-Submission Meeting on Thursday, May 8, 2025, at 2pm at Coppin State University.
The Pre-Submission Meeting is an important step in the process. Attendees were offered the opportunity to review the application process and receive clarity on any questions or requirements.
Are we supposed to have the property in ownership or will you have Properties for Sale?
WNADA does not currently own or guarantee access to residential or commercial properties. However, we collaborate closely with Baltimore City DHCD and other partners to support strategic acquisition efforts. Priority funding is available for single family development projects located within our catchment area. Applicants should submit a complete pro forma that includes acquisition assumptions, construction costs, operating projections, and target sale price. We encourage all applicants to review the WNADA Comprehensive Revitalization Plan for detailed guidance on eligible projects and strategic priorities.
Can applicants address multiple areas?
No, MBEs should be fully certified if selecting “I am an MBE” on the application.
Can I apply to multiple focus development nodes?
WNADA does not prefer this approach as applicants would be required to create a new submittable e-mail account for each application. WNADA hopes this new approach allows applicants to [focus the responses] based on a [single] funding portfolio area and a focus node. This ultimately allows WNADA to be more efficient and grading applications.
Can applicants address multiple areas?
Yes, you can. However, you only get to choose one focus node.
How do we apply for the loan?
WNADA does not expect to open general applications for loans until October 1st.
What are the insurance guidelines? Do applicants need General Liability Insurance or proof of insurance on each property? What are the limits?

Can applicants look at properties that are not Mayor and City Owned?
Yes.
Does WNADA support partnerships and collaborations on RFQ applications. Are CDCs preferred over other vendors.
While WNADA has no preference. Working with CDCs does further our goal of expanding the capacity of the local community development organizations. But that could also mean how you're partnering with neighborhood associations and entering into, like community benefits agreements.
What is the best way to utilize the services of the Development Officer? Can they assist in finding properties?
No, the development officers will not help me find a property. So, if you have an issue with permitting, we have an issue that the permitting office, if you're having an issue with finding a minority contract that we have in House contractors that we're looking to build upon, anything pertaining to your project that can be assisted with you know. Essentially serving as initiative technical assistant throughout the process.
Are there any debriefs available for the application if you submit the application last year, can you do ad brief prior to the due date for this thing?

What should we do if we do not currently have a hiring plan for the project we are proposing?
WNADA encourages vendors to draft an outline of intention. It is best to consider all aspects of the project when applying.
What is the target MBE percentage for the construction cost?
While not all contracts will have an MBE goal, WNADA will assign a 31% goal to select awards.
Also, could you please confirm that attendance at the May 8th pre-submission meeting is not mandatory?
Attendance at Pre-Submission is encouraged, but not mandatory. Applicants do not receive extra points or consideration for having attended.
